Romania is a country where hemp cultivation has a long-standing tradition and, until recently, was even a mainstay of the economy. When it comes to the current hemp market in Romania, it is worth knowing that this one is developing quite modestly, especially with regard to CBD preparations. However, year after year, the number of crops grown by farmers is increasing, which also translates into more production of CBD-containing remedies, a substance that does not affect the human body in a psychoactive way.

The cannabis market in Romania - can you legally grow cannabis in the country?

Romania was, until 1989, one of the largest producers of hemp in the whole of Europe. Areas of up to 45,000 hectares accounted for up to ⅔ of European hemp production. For the moment, CBD issues in Romania are heavily regulated by law, which explicitly states that hemp cultivation is forbidden without a proper permit.

A farmer who wants to cultivate hemp should go to the Ministry of Agriculture and Rural Development to obtain the appropriate licence. However, it is worth mentioning that this one is only available for research or industrial purposes. After receiving the licence, the farmer has to deliver a sample of the hemp sowing to the Ministry of Agriculture and Rural Development, so that the latter can carry out the relevant tests and check that the THC content of the hemp does not exceed the standard, i.e. 0.2%.

CBD in Romania - what is the current legal status?

Regarding the hemp market in Romania, it is worth mentioning that cultivation, as well as processing, is only allowed under the condition that the relevant permit is held. It is also necessary to demonstrate that the plant does not have more than 0.2% THC content. The hemp market in Romania with regard to CBD products is clearly regulated by law. Substances of this type can be legally possessed. This applies to products such as:

  • oils,
  • capsules,
  • drinks,
  • soaps,
  • THC-free creams,
  • recreational products such as dried CBD.

However, it is worth noting that hemp teas of all kinds are not available due to the high THC content in the formulation. Tetrahydrocannabinol is a substance that the Romanian government carefully controls.

CBD extract having a THC concentration of no more than 0.2% is qualified as medicine and only available by prescription. It is worth mentioning that CBD full spectrum oils in Romania, are illegal, especially if imported from another country, such as Poland.

Medical cannabis in Romania and the law

Regarding the status of medical cannabis in Romania, it is worth mentioning that obtaining products containing full spectrum, i.e. also THC, requires a prescription from a doctor. This can only be obtained from selected pharmacies. Thus, it can be said that Romania has a rather lenient approach to the issue of cannabis and CBD, compared to other countries within Europe.

This is important! Possession of cannabis and other drug preparations on your person in Romania is punishable by a fine or even a restriction of freedom from three months to two years.
